No, you can't contact someone who gets a refund for your book, unless they've left their email address in a refund comment, and they've asked you to contact them about it.
Out of respect for our customers and their privacy, we do not contact them about refunds ourselves.
People expect to be able to make this decision freely, without us chasing them down later about it, or challenging their reason for the refund in some way.
