If you're publishing your book "in progress" or while you're writing it, to set the "Percent Complete" number for your book, go to the "Progress Bar" page for your book here:
https://leanpub.com/YOUR_BOOK/settings/web_page_status
...making sure to replace YOUR_BOOK with your book's unique web address.
You can find a link to this page on your book's "Overview" page:
On that page, you will see a "Percent Complete" section, like this:
Next, enter the amount in the Percent Complete section:
Finally, scroll down and click "Update Book"
You will now see the amount reflected under your book cover, on your book landing page, like this:
