We're not tax lawyers and it's every author's responsibility to handle their own tax situation, but here's how we recommend thinking about questions along these lines:
If you were signing up for Amazon KDP, would you email Amazon to ask them questions like this?
For almost every author who emails us VAT and other tax-related questions, the answer they immediately think of, when they think of things this way, is:
"Obviously no, collecting and remitting sales taxes is Amazon's problem. Amazon just pays me royalties."
That's how you should think about Leanpub. As a (much smaller) version of Amazon, not a (much smaller) version of eBay.
We're a publisher, not a two-sided marketplace. On Leanpub, you're an author, not a merchant.
